In 2022, Shell launched the UK’s first EV-only charging station in Fulham, Central London - transforming a former petrol station into a fully electric, retail-integrated charging hub. This project has since become a global benchmark for energy transition infrastructure. It demonstrates how legacy fuel stations can be reimagined with sustainable design, commercial viability, and user experience at the forefront.
EVCC™ Pedas RSA, located at KM241 Southbound on the PLUS Expressway, builds upon that global reference and adapts it to Malaysia’s expressway context. As the country’s first private-sector developed EV highway hub, Pedas RSA sets a new national standard for how EV infrastructure can be designed, and scaled.
Shell Fulham: A New EV-Only Model
Shell Fulham replaced all conventional petrol pumps with nine 175kW Shell Recharge ultra-rapid chargers, serving EV users exclusively.
The site features:
A glulam timber canopy, designed to reduce embodied carbon and soften the urban landscape.
Integrated solar panels and 100% renewable energy use.
Retail offerings such as Costa Coffee and Waitrose, aligned with typical 30–40 minute EV charging cycles.
Shell’s approach is direct: prioritise EV infrastructure, incorporate sustainable materials, and design for customer dwell time. It’s a formula that works—and sets expectations for what next-generation rest stops should deliver.
EVCC™ Pedas RSA: Malaysia’s Flagship EV Hub
As a dedicated EV-first RSA, EVCC™ Pedas RSA introduces a purpose-built infrastructure model, not a retrofit.
Key features include:
High-powered EV charging zones by Tesla and Gentari.
Circular central building with four drop-off bays and perimeter car park.
Three Drive-Thru lanes by McDonald’s, The Coffee Bean & Tea Leaf, and Tealive.
Access via both PLUS Expressway and the local Pedas–Rembau route, capturing expressway and township traffic.
Designed to achieve Platinum GreenRE certification, with rainwater harvesting and passive ventilation features.
Traffic projections anticipate over 110,000 vehicles per day by 2035, making EVCC™ Pedas RSA one of the most commercially attractive EV-centric rest stops in Malaysia.
Key Lessons from Shell Fulham Applied at Pedas RSA
1. EV-First Infrastructure
Shell Fulham proves that EV infrastructure should not be added to petrol stations—it should replace them. EVCC™ Pedas RSA is designed entirely around EV user behaviour from the ground up.
2. Sustainable Architecture
The use of glulam timber in Fulham enhances both sustainability and aesthetics. EVCC™ Pedas RSA incorporates similar design principles, with daylight-focused architecture, and open-air spatial planning.
3. Retail Activation for Dwell Time
Fulham offers coffee and grocery retail aligned with charging wait times. Pedas RSA goes further, offering a lifestyle environment with food & beverage anchors, convenience retail, and rest zones optimised for longer visits.
4. Transition Leadership
Shell Fulham positions Shell as a forward-facing energy brand. EVCC™ Pedas RSA positions Malaysia as a regional leader in private-sector-led, EV-ready highway infrastructure—designed for scale and replication across the PLUS corridor.
A Scalable Model for Malaysia’s EV Infrastructure
EVCC™ Pedas RSA is more than a rest stop. It is the foundation of a nationwide EV corridor strategy along the PLUS Expressway. Inspired by Shell Fulham but scaled for expressway demands, Pedas RSA demonstrates how Malaysia can fast-track its EV infrastructure goals through private sector investment, smart design, and public–private collaboration.
