As Malaysia embarks on its journey toward a low-carbon and climate-resilient future, Lembaga Lebuhraya Malaysia (LLM) has unveiled a transformative policy initiative—Dasar Lebuhraya Hijau Malaysia or the Malaysia Green Highway Policy.
This policy represents a landmark shift in how highways are planned, built, operated, and measured—with carbon footprint accountability, ESG compliance, and green innovation placed at the core.
What Is Dasar Lebuhraya Hijau Malaysia?
The Malaysia Green Highway Policy (2021–2025) is LLM’s national framework to make expressway infrastructure climate-aligned, environmentally sustainable, and ESG-compliant. It introduces:
1. Carbon Emission Baselines
All highways—whether in planning, under construction, or in operation—must calculate their carbon footprint and develop mitigation strategies. This includes:
Construction-phase emissions (materials, transport, fuel),
Operational emissions (lighting, HVAC, traffic load),
Long-term carbon performance across asset lifecycle.
2. MyGHI (Green Highway Index)
A formal rating system to benchmark the sustainability of each highway or RSA based on:
Emission intensity per km,
Use of recycled materials,
Energy and water efficiency,
Environmental conservation and green design.
Projects achieving high scores may qualify for future tax incentives, access to green financing instruments, and regulatory fast-tracking.

In support of Lembaga Lebuhraya Malaysia’s (LLM)'s Dasar Lebuhraya Hijau Malaysia, EVCC™ Pedas RSA is proactively aligning with the key principles of low-carbon, ESG-compliant expressway development.
Platinum GreenRE Design
EVCC’s main building has achieved Platinum GreenRE certification, integrating:
Rainwater harvesting systems,
Passive daylighting to reduce electrical load, and
Natural ventilation-focused layout to minimize HVAC energy use.
Electric Mobility Infrastructure
In line with the policy’s carbon reduction goals, EVCC features:
Tesla Superchargers and Gentari fast chargers,
A dedicated 11kV TNB substation (4.8 MVA capacity),
Seamless support for zero-emission vehicles along the PLUS Expressway.
Looking Ahead
With Dasar Lebuhraya Hijau Malaysia set for implementation from 2025, future RSA and highway developments will be expected to:
Submit formal carbon performance documentation,
Comply with MyGHI (Green Highway Index) ratings, and
Integrate low-carbon technologies across planning, design, and operation.
