A Dual-Energy Milestone Redefining the Future of Malaysia’s Expressway Infrastructure


In a landmark move that signals a new chapter in Malaysia’s mobility landscape, Shell Malaysia will establish a full-service fuel station at EVCC™ PEDAS RSA, the nation’s first privately operated Rest and Service Area (RSA) under the Electric Vehicle Charging Corridor initiative. Strategically located at KM241 (Southbound) on the PLUS North-South Expressway, the facility is set to become a reference point in national infrastructure — where traditional fuel and electric vehicle charging co-exist seamlessly within a smart, integrated commercial destination.


This development is more than just a new petrol station — it represents a carefully calibrated step in bridging Malaysia’s energy present with its low-carbon future. While the country accelerates its electrification agenda, a large proportion of vehicles on the road remain reliant on fossil fuel. Shell’s presence ensures that this vital user group continues to be well-served, even as the ecosystem shifts toward electric mobility.



A Station Designed for Throughput, Safety, and Scale

The new Shell station at PEDAS RSA will be one of the most modern fuel retailing facilities on the PLUS Expressway network, combining capacity, efficiency, and sustainability. The layout and engineering design, developed in collaboration with Meinhardt EPCM and approved by Shell Malaysia Trading Sdn. Bhd., reflects a meticulous approach to high-volume highway usage.


The station will house six multi-product dispensers, equipped to cater to both light vehicles and heavy goods transporters. Kerbside pumps serve standard vehicles, while dedicated lanes are engineered for large logistics trucks and buses, ensuring fast and safe refuelling without congestion. The infrastructure is supported by a network of six underground tanks with a combined fuel storage capacity exceeding 240,000 litres, including tanks for RON95, RON97, VPR, Diesel, and Euro5-compliant fuels.


Tankers with a 45KL capacity are accommodated with specially designed circulation zones, allowing smooth entry, discharge, and exit manoeuvres — critical for operational safety and compliance with LLM regulations. Every movement has been mapped to avoid overlap with pedestrian areas or commercial pathways.


Retail, Comfort, and Staff Facilities

True to Shell’s global standards, the station will also feature a Shell Select retail outlet, complete with its signature Deli2Go café, chillers, gondolas, and express checkout zones. Internally, the space is optimised not only for product accessibility but also for user comfort — creating an air-conditioned, inviting environment for quick stops or brief breaks.


The back-of-house infrastructure reflects attention to operational excellence and workforce welfare. Facilities include an administration office, a well-equipped staff room, dedicated male and female staff toilets, and a secure storage zone. The inclusion of a surau, OKU-accessible toilets, and baby-changing stations underscores the RSA’s commitment to inclusive design, catering to families, women, the elderly, and differently-abled users.


Safety is paramount. Fire suppression systems, oil interceptor chambers, septic tanks, and built-in emergency pathways are part of the station’s compliance architecture. The entire site is enclosed with over 188 meters of spandex perimeter fencing, ensuring clear separation between public and operational zones.



Seamless Integration with EVCC™ Vision

The Shell station does not stand in isolation. It forms one pillar of the broader EVCC™ PEDAS RSA ecosystem, which includes Tesla Superchargers, Gentari DC fast-charging bays, and a mall-style retail food court anchored under a sustainable timber roof canopy. Together, these components form a holistic rest stop — one that caters to both current combustion vehicles and the growing wave of electric vehicles.


This dual-energy design is intentional. Malaysia’s energy transition must be inclusive and resilient. While EV adoption is rapidly rising, most vehicles on the road today still rely on petrol and diesel. Shell’s integration into the site allows EVCC™ to support both constituencies, ensuring no segment of travellers is left underserved.



Located to Serve the Heart of the Nation

Positioned just south of Seremban, PEDAS RSA is ideally located to capture high-frequency users traveling between Klang Valley, Negeri Sembilan, Melaka, and Johor. It benefits from heavy logistic throughput, intercity family travel, and local town access via its dual-entry design — giving it relevance beyond expressway users.


This site will serve as a model for future RSAs across Malaysia: multi-fuel, multi-format, and designed around real data about user demographics and dwell time. It also plays an infrastructural role in meeting the goals of national policy frameworks such as the National Energy Transition Roadmap (NETR) and the Low Carbon Mobility Blueprint, both of which call for integrated, scalable, and ESG-compliant transport nodes.



Looking Ahead: Opening Q1 2026

Shell’s construction and station commissioning are being developed in tandem with the main EVCC™ facilities. Upon completion, PEDAS RSA will deliver a unified highway experience — where energy, convenience, and comfort converge. With Shell on board, EVCC™ is not just building another RSA. It is building a template for future expressway commerce — where smart energy, inclusive infrastructure, and premium retail converge at the speed of national growth.
